According to the Resolution dated November 6, 2026, on the tasks of localities, ministries, and sectors in November 2026 and the coming period, the Government assigns the Ministry of Education and Training to chair and coordinate with relevant agencies to develop and submit for promulgation a comprehensive plan on managing the use of smartphones and social networks in educational institutions.

Accordingly, the plan needs to propose management methods suitable to the characteristics of each educational level, serving as a basis for educational institutions to implement.

In addition to this task, the Government requires the education sector to review and adjust the content of the general education curriculum and textbooks in a way that reduces the workload and makes them more practical and effective.

The Ministry of Education and Training also needs to coordinate with the Ministry of Finance and local authorities to determine needs and develop a specific roadmap for each year to fundamentally address the shortage of schools and classrooms, while simultaneously proposing to competent authorities the allocation of resources.

Another key task is to strengthen the education of ethics, character, national traditions and history, and awareness of law compliance among students.

In addition, the Ministry of Education and Training is responsible for guiding, urging, and inspecting localities and educational institutions in implementing solutions to build school culture, rectify and prevent school violence, and ensure a safe, healthy, friendly, and positive educational environment.

The government also instructed the Ministry of Education and Training to urgently finalize the dossier and submit it for promulgation a Resolution amending, supplementing, and updating the Government’s Action Program to implement Resolution No. 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in education and training development.

For boarding schools in land border communes, the Ministry of Education and Training is tasked with perfecting the management, organization, and operation mechanisms. The Ministry must also provide guidance, conduct inspections, offer training, and promptly address any shortcomings in schools already in operation.

As required by the Government, the remaining school components under phase 1 must be completed by November 2026; the schools under phase 2 must be completed before August 30, 2027.

The Ministry of Education and Training is responsible for monitoring the progress of each school and urging the People’s Committees of provinces and cities with land border communes to take direct responsibility for the progress, quality, and safety of the construction projects.

The Ministry also needs to compile the difficulties and obstacles faced by localities and request the Ministry of Construction and the Ministry of Finance to review and provide guidance on recalculating unit prices to better reflect the actual situation in each area. Issues beyond its authority, especially those that change the total budget already reported to the Politburo, must be promptly reported to the competent authority.

In addition, the Ministry of Education and Training, in coordination with the Ministry of Home Affairs, proposed solutions regarding the benefits and policies for educational institution managers after restructuring, in accordance with Government Decree 154/2025/ND-CP.
