Immigration Department to introduce enrolment service for “collaborative inspection” automated channel
The 2026 Policy Address announced that the redeveloped Huanggang Port is expected to be commissioned in the fourth quarter of this year. To further enhance passenger experience and clearance efficiency, the Huanggang Port will, based on the co-location arrangement, implement the novel “collaborative inspection and joint clearance” mode. The Immigration Department (ImmD) announced today (October 6) that with immediate effect, eligible Hong Kong residents can enrol for the “collaborative inspection” automated channel service via the ImmD’s “HK e-Channel” (formerly “Contactless e-Channel”) mobile application.

The redeveloped Huanggang Port is installed with 134 “collaborative inspection” automated channels and 68 traditional manual counters. Enrolled passengers using the “collaborative inspection” automated channels will only need to queue up and present their identity documents once to complete the immigration clearance procedures of both Hong Kong and Shenzhen.
Hong Kong residents aged seven or above who fulfil the following criteria can enrol for the “collaborative inspection” automated channel service starting from today:
- holding a Hong Kong permanent identity card and a Mainland Travel Permit for Hong Kong and Macao Residents (Home Visit Permit), and who haveregistered for the Mainland’s e-Channel;
- holding a Hong Kong Permanent identity card and a Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens), and who haveregistered for the Mainland’s e-Channel;
- holding a Hong Kong identity card and a Home Visit Permit, and who haveregistered for the Mainland’s e-Channel; or
- holding a Hong Kong identity card and an Exit-Entry Permit for Travelling to and from Hong Kong and Macao with a valid endorsement for travelling to Hong Kong.
Eligible Hong Kong residents aged 18 or above can use a smartphone with biometric authentication technology to download the ImmD’s “HK e-Channel” mobile application, select “Collaborative Inspection”, authenticate their identity via “iAM Smart”, and follow the instructions to complete the enrolment for the “collaborative inspection” automated channel service; whereas for eligible Hong Kong residents aged seven to 17, their father, mother or legal guardian must complete the enrolment procedures on their behalf using the father’s, mother’s or legal guardian’s “HK e-Channel” mobile application.

In addition, all eligible Hong Kong residents can also proceed to the e-Channel enrolment offices or self-service kiosks at the Huanggang Port for on-site enrolment; while eligible Hong Kong residents aged 18 or above can also enrol and complete the immigration clearance procedures of both regions simultaneously at the “collaborative inspection” automated channels.
Mainland visitors holding an Exit-Entry Permit for Travelling to and from Hong Kong and Macao with a valid endorsement for travelling to Hong Kong can also proceed to the e-Channel enrolment offices at the Huanggang Port for on-site enrolment; while eligible Mainland visitors aged 18 or above can also enrol and complete the immigration clearance procedures of both regions simultaneously at the “collaborative inspection” automated channels.
When enrolling for the “collaborative inspection” automated channel service, eligible Hong Kong residents and Mainland visitors aged 14 or above can also enrol for the “Face Scan” clearance service, a clearance mode without presenting identity documents.

The ImmD reminds that passengers are still required to carry their valid travel documents conforming to the immigration requirements of both regions when using the “collaborative inspection” automated channels to travel between Hong Kong and the Mainland. Furthermore, passengers can also choose to use the traditional manual counters for immigration clearance.

Hong Kong Monetary Authority and Bank Negara Malaysia strengthen bilateral co-operation
The following is issued on behalf of the Hong Kong Monetary Authority:
The Hong Kong Monetary Authority (HKMA) and the Bank Negara Malaysia (BNM) held a high-level bilateral meeting in Hong Kong on October 2. The two central banking institutions exchanged information and experiences and had comprehensive discussion covering macroeconomic and financial development; emerging banking regulatory issues; fintech and payment transformation; and strategies for advancing capital market connectivity, local currency usage and Islamic finance.
The two institutions agreed to strengthen bilateral collaborations in the following areas:
Fintech and digital asset innovation
- Establish a joint policy-focused workstream to promote compliant cross-border stablecoin use cases between Hong Kong and Malaysia.
- Enhance collaboration on tokenisation and digital money, including through policy and regulatory exchange between both jurisdictions.
- Explore opportunities for collaboration and facilitate knowledge sharing on data-driven applications, including Commercial Data Interchange and CargoX, to expand trade finance access for small and medium enterprisesin both economies.
Cross-border regulatory collaboration
- Establish mechanisms to strengthen cross-border cyber resilience, as well as anti-scam and anti-fraud efforts.
Local currency usage and infrastructure linkages
- Jointly promote the broader adoption of local currencies in bilateral trade and investment.
- Enhance connectivity between the Real Time Gross Settlement (RTGS) systems in Hong Kong and Malaysia.
Capital market connectivity
- Explore central securities depository (CSD) linkage between Hong Kong’s Central Moneymarkets Unitand the Real time Electronic Transfer of Funds and Securities System (RENTAS), Malaysia’s multi-currency RTGS and CSD.
- Enhance collaboration to advance Islamic finance market development and connectivity through supporting industry engagement, talent development, sustainable finance and cross-border investment.
