Prime Minister Mark Carney and Quebec Premier Paul St-Pierre Plamondon will have their first of two planned meetings in Cambodia during the Francophonie Summit later this month.

A spokesperson for the Parti Québécois government says the two leaders will then meet for a second time in Quebec City, likely in December.

Relations between the leaders got off to a rocky start after St-Pierre Plamondon refused to attend last week’s Canada-European Union Summit in Montreal over Ottawa’s refusal to grant him speaking rights.

Carney’s office had proposed dates to meet the Quebec premier in Montreal or Ottawa-Gatineau, but St-Pierre Plamondon insisted that the meeting take place in Quebec City.

The premier says provincial law stipulates that such meetings need to take place in Quebec’s capital.

The two leaders have spoken by phone but have not formally met in person since St-Pierre Plamondon’s party secured a minority victory in the Oct. 5 provincial election.
